Pre-Rodeo and Rodeo Review Board (RRB) Meetings:Trustee approved 01/15/10 @ IGRA University Trustee Meeting At every IGRA Sanctioned rodeo the scheduled and attending Trustees shall conduct the pre-rodeo meeting. These Trustees will designate a Trustee to complete the IGRA Rodeo Checklist. In addition, a Trustee will be selected to act as Protest Trustee. These same Trustees will also conduct a rodeo review board meeting at the conclusion of every rodeo no sooner than thirty (30) minutes after the conclusion of all events. The Trustee Chairperson or a Vice-Chairperson will chair these meetings. If the Chairperson or Vice-Chairperson is not present, an election by the Trustees present shall designate a Chairperson of the Trustees present for that rodeo only. A secretary is selected, minutes are taken, recorded, and sent to the IGRA Trustee Chair within 5 days following the completion of each rodeo. For checklist items 1-26 that are checked "No", the IGRA Secretary will notify Host Association of fine(s) and payment request. Fines are due to IGRA within 30 days of notification. Host Association Trustee may request the fine be rescinded at the next scheduled IGRA Trustee's meeting. For World Gay Rodeo Finals, identified and collected fines will be deposited into the next year finals contestant entry fees for payout per IGRA Guidelines. If a fine is found to be the result of a Certified Officials error, and the Trustees present vote to rescind the fine, the Rodeo Checklist Trustee will have a letter sent to the Chairperson of the Certified Official regarding any issues brought up regarding a Certified Official's non-conformance to IGRA Rules. A trustee will be appointed to take minutes at the Rodeo Review meeting. This appointed Trustee will mail the following to the IGRA auditor for presentation at the next IGRA Board of Directors meeting where rodeo sanctioning will be determined:
Penalties and Fines The following penalties will be imposed for any violations found to be valid:
NOTE: Veterinarian non-compliance will result in the Rodeo Host Association/Chapter being fined $1,500 for the entire rodeo. A second (2nd) consecutive rodeo violation will result in the Rodeo Host Association/Chapter being fined $3,000 for the entire rodeo and be suspended from hosting a sanctioned IGRA rodeo the next year. Additional Fine 2010: The utilization of steers in events is for safety considerations. All steers are expected to follow the guidelines of the veterinary community for proper castration. Host association must request for proof of castration if a stock contractor brings young bulls for any IGRA event that specifically states the use of steers. Host association will be fined for the utilization of young bulls in any event that specifies the use of steers and will be fined $100.00 per intended use and will be responsible for any replacement costs associated with obtaining the required stock. A variance must be requested by the host association, in compliance with IGRA rules, to use junior bulls for Steer Riding. IGRA Rodeo Resources has a reference document titled Castration in Cattle - Welfare Issues. The fines identified by the RRB do not affect the sanctioning of a rodeo. Fines are imposed only to ensure future compliance with International Rodeo Rules and Guidelines. Fines are due to be paid to the IGRA Treasurer within thirty (30) days of the postmarked date on the notification letter. If the fine is rescinded at the next IGRA Trustees meeting, the fine will be paid back to the host association. In the case that any portion of Rule XVII (Parade & Grand Entry) is not followed, the Checklist will be noted only if Trustees conclude that no effort whatsoever has been made by the Host Association to conform to this Rule. For the IGRA Finals Rodeo, each arena variance (without approval), including, but not limited to chutes and roping boxes, shall incur a $250.00 fine. Additional fines may be levied by the withholding of post-rodeo sponsorship money, pending a determination by the IGRA Board of Directors during review of rodeo compliance.
